A- Structures, services and
personal
In the
schools of secondary education, or high schools, the headmaster
is the first direct person responsible. His/her responsibility spreads to
the various aspects of the life of the school and the
different educational, administrative and financial activities.
His/her functions are governed by the decree n° 49-90 of the 06/02/1990 and n°
11 176 of the 02/03/1991 relative to the functions of the headmasters of the
secondary schools { see appendices}.
He/she is
assisted in his/her management of the school by:
1) - a
secretariat that takes care of the administrative mail, of the ventilation of
information within the school, the archives and the receipt of the visitors.
2) - an
assistant manager of the studies whose stains are retailed in the decree n°
49-90 mentions above and the decree n° 154 of the 26/02/1991 {to see
appendices}. He / she is the direct person responsible of the teachers, and can
be of a big help to the new ones who consult him / her about the educational
questions - He / she is in a way the channel by which all information and
educational instructions, arrive to the teacher.
a) The
assistant manager of the studies is helped by one or several advisers of
education (according to the number of the pupils in the school), of which the
stains are defined in the decree 49-90 and are the subject of 1'arrêté n° 829 of
the 02/03/1991 (. to see appendices}.
The main
advisers are helped in their function by deputies whose tasks are governed by
the decree 49-90 and the decree n° 832 of the 13/11/1991 (to see appendices}.
This category
of the executive staff takes care of the life of the pupils within school
(external and residency), of questions of discipline and the communication of
the information.
b) Being also
under the supervision of the assistant manager of the studies, the
school library of, the shops and the laboratories
represent centres of educational activity that the training teacher must know
their work.
The stains of
the chief of works in the secondary and the technical schools
are defined by the decree n° 49-90 and the decree n° 828 of the 13/11/1991.
3) The
financial service has to its head a bursar whose stains are defined by the decree n° 829 of the 13/11/1991
{to see appendices).
The bursary
takes care of the financial management of the budget of the school. A certain
number of workers depends directly on this service and whose tasks are varied:
cleaning, interview, gardening, security, restoration, etc.
Other
services, as the infirmary or the archives, also
depend on the headmaster who looks after the good working of the entire
administrative device.
He/she
is also helped in his/her management of the
school, in
addition to all these services that we have just mentioned, of the multiple
counsels that we will mention briefly here:
- the
counsel of classes (to see the decree n° 2157 of
the 26/02/1991)
- the
counsel of teaching {to see the decree n° 2 172
of the 02/03/1991)
- the
counsel of orientation and management (to see the
decree n° 151 of the 26/02/1991)
- the
counsel of administrative coordination
- the
counsel of discipline {to see the decree n° 2178
of the 02/03/1992)
- the
counsel of admission and orientation in 2nd year
of secondary education (to see the decree n° 11 96 of the 06/04/1992)
In order to
guarantee the good working and the success of school on the educational plan,
the teacher has to assume some responsibilities - that
are remunerated otherwise—in addition to the teaching that he dispenses:
- main
teacher (to refer to the decree n° 177 of the 02/03/1991)
- teacher
responsible of matter (to refer to the decree n° 174 of the 02/03/1991)
The pupils
are as creditors, participate fully has the life of
school as being represented previously at the time of the sessions of the quoted
advice (to see the decree n° 836 of the 13/11/1991 relative to the delegates of
classes).
